Not is the most general negative, e.g.:

They have not paid. (No han pagado.)

It's not very likely. (No es muy probable.)

She came yesterday, not today. (Vino ayer, no hoy.)

Not one person offered any help. (Ni una sola persona ofreció ayuda.)

We can use no with comparatives, e.g.:

This film is no better than the last one. (Esta película no es mejor que la última.)
